620Penuel Titcomb resided in that part of the town which was later to become Newburyport. He was involved in the dispute relative to the building of a new meeting house near the east end of the West Precinct. Because of the distance many had to travel to attend church on Pipestave Hill, there was a movement to build this new church but the General Court did not approve of the project. In August, 1711, the Court ordered that "Samuel Bartlet, John Ordway, deacon Joshua Brown, Joshua Bailey, Skipper Lunt and Penuel Titcomb be anew served by the sheriff with a process and order of this court of nineteenth July, strictly forbidding them and their associates proceeding in the work of their intended meeting house and so forth, and said persons be summoned to attend this court on the second Wednesday of their fall session.1541
